In the US, haircare products are regulated as cosmetics under FDA authority — no pre-market approval is required, but all ingredients must appear on a compliant INCI label and must not be prohibited substances. In the EU, products must comply with Regulation 1223/2009, including a Cosmetic Product Safety Report (CPSR) signed by a qualified safety assessor. Some peptides derived from restricted protein sources may also trigger additional scrutiny.
